The answer is yes, if you want to live there.  Mayor Brainard’s brilliant responses to this were:  “Affordable apartment living is a solution”……”In the last 15 years , close to 2000 apartments have been built” (few are affordable)……”for us to be a competitive city, we need housing to be affordable”……”we want to make certain everyone who works in Carmel has the opportunity to live in Carmel”………HOGWASH……….  The truth is, if a person is elderly, poor white, blue-collar, black or hispanic, Mayor Brainard, the elite wealthy and a few of the other city officials do not want you living in Carmel.  It’s fine if you want to work there and shop there, but living there is out of the question.  The Mayor and his elite only want people to live there who are wealthy enough to donate MONEY to the operation of the arts of Carmel and other cultural functions.  That is why you will never see any subsidised housing for the elderly and poor or any “affordable” housing for the lower-income groups.  True there are a couple of places like this already in Carmel, but they were built before Mayor Brainard.  Mohawk Village Apts. probably would be considered low-cost, but these are due to be demolished and a new retail development is to take its place if the economy ever recovers.  It will be interesting to see what happens to the existing tenants during the relocation process.  Many of them are hispanic.  Home Place, which has not yet been annexed by Carmel, is another area where several lower-income people and retired people live, but the Mayor still has his eye on them.  Redevelopment is high on the list for much of that area for all the tax money it will bring if and when the economy ever improves.
