CARMEL: CHAPTER THREE

TUESDAY, MARCH 29, 2011  CARMEL INDIANA

Tonight I attended the Carmel Mayoral debate; a very informative event.  All three candidates seemed quite passionate about becoming Carmels next mayor.  After introductions were given, each candidate, in turn, was given a chance to answer each question.  All questions were submitted by the audience.  I will try to explain here who, what, when, where and why each candidate wants to become Carmels next mayor and occasionally interject my personal opinions……….Don’t forget that absentee and early voting begin on April 4, 2011 and our regular election day is May 3, 2011. 

Mr. Spigelman was first to speak and said that this is the most critical election that Carmel has had. He believes that there has been no fiscal responsibility or enough transparency in the mayor’s office.  He plans to change this.  He believes that the Performing Arts Center is a financial disaster because of cost over-runs, poor construction estimating and failure of the mayor to raise private funds as he promised.  He believes the C.R.C. is a “Quasi-Government Agency, and not a city department at all, that is several hundred million dollars in debt with bonds that have a very high interest rate.  He also believes that Carmel should have a slower and more sensible development growth rate.  He cited empty office space and stores in existing buildings around the city.  Mr. Spigelman also said that there should be term limits for elected offices because to many years in the same office make a person become to powerful and forget his/her original purpose for holding that office. 

Mayor Brainard:  Let me begin by saying that I am a little (not a little; a LOT) tired of hearing about Jim Brainard’s “VISION”.   Only Shamans, witch doctors, those who smoke pot, eat certain mushrooms or use “Peyote” have visions and I’m sure the Mayor is not associated with any of these items.  As for the mayors answers, he gave the same old stock answers that he has always given.  Fiscally sound, beautiful, good schools, great life style, good shops and restaurants, good quality of living, etc.  My Opinion; he wants to be mayor for four more years because there are still a few more trees standing and several empty acres left that he and his and his developer buddies need to chop down and on which to build more ugly buildings.  My observations of Mayor Brainard last night were of a man who is very concerned about this election.  When he was caught giving miss-information or could not answer the question asked  he got very flustered and changed the topic of discussion.  I think he is afraid that information he doesn’t want known is going to get leaked out.  Could it be that Mayor Brainard is running scared…………..

Mr. Accetturo was quite positive about his position and the changes he would make.  He stated that Carmel has a leadership and financial crisis in the mayor’s office, he wants to have a development director that the citizens can go to get information about small construction jobs, permits, etc.  At the present Carmel has three accountants working in various aspects and he wants to reduce that number to one person to be in charge of all accounting and work closely with the Clerk Treasurer.  He said if he were elected, he would promise to cut the City budget by $250,000.  Neither Mr. Accetturo nor Mr. Spigelman are “fans” of the C.R.C. and they feel that everything they do should be approved by the City Council.  They also feel that all C.R.C. documents should be put on-line.  Both men want to get the empty stores and office space filled before building any more new space.  Last Dec. I drove west across this great country and recently drove back.  Everywhere I went , cities and towns were no different from Carmel in this respect but also all new construction had stopped.  I believe that Mr. Accetturo should be Carmels next Mayor………….
